A Modernization Plan for the building, conducted by Commonwealth Architects, was previously developed to determine the adequacy of the facility in meeting the needs of their current and future operations and to develop proposed solutions to meet those needs. The design team updated the Departmental Space Utilization Report and the Departmental Blocking and Stacking Plans as part of a detailed programming phase which involved interviews with key VHDA personnel.
